“Pilot Industrial Development of the Kashagan Field. Process Hook-Up and Commissioning of Offshore Facilities of Complexes D and A”

Scope of Work:
Provision of consulting services in the fields of industrial safety, metrology, and fire safety, including subsequent coordination and approval with state supervisory authorities of the Republic of Kazakhstan.

Services Provided:

• Collection, compilation, and preparation of permitting documentation required for connection and operation of construction facilities under the Kashagan Project.

• Identification and control of all permits, licenses, approvals, and authorizations required by the Contractor to ensure compliance with the regulatory requirements of the Republic of Kazakhstan.

• Conducting industrial safety expertise of technologies, technical devices, and materials used at the given production facility.

• Development of a permits, licenses, approvals, and authorizations matrix; monitoring changes in regulatory documents and standards; and preparation of regular reports on prospective regulatory changes that may affect permitting and certification processes related to the commissioning of Kashagan Project facilities.

• Identification of all applicable certification requirements relevant to the project.

• Development of a certification strategy and certification plan.

• Monitoring and verification of the availability and compliance of certificates with current legislation.

• Development of a metrology strategy and preparation of a metrology certification plan.

• Performance of all necessary activities to obtain metrological attestation for measuring instruments.

• Review and analysis of manufacturer documentation, execution of instrument calibration procedures, and preparation of supporting documentation.

• Liaison with state metrology and inspection authorities to obtain the required approvals.

• Maintenance and use of a database for type approvals, metrological certificates, certified instruments, and calibration certificates obtained for the project.
